Why do news stations change sets all the time?
It seems like every two or three years a news station, the local ones here in the Dallas/Ft. Worth area, change new sets every two or three years or so.
New anchor desk, new news set design, new weather center, etc.
Do news stations feel like they need to update their sets to attract more viewers?

The same reason Pepsi and Coke change their bottle designs every couple years. People get bored and have short attention spans, so they need new looks to keep them interested.
